Driving to San Sebastián? Check your vehicle before entering the city centre. The Donostia / San Sebastián Low Emission Zone (LEZ, or ZBE in Spanish) came into force in January 2025. In the current first phase (2025–2027), Spanish-registered vehicles with a DGT environmental category B, C, ECO or 0 may circulate in the zone. Foreign-registered vehicles must complete a prior authorization, even when they are hybrid, gas-powered or electric.
The LEZ at a glance
- Area: about 1.2 km² in the city centre. Check the official LEZ map before choosing your route.
- Hours: restrictions operate every day, 24 hours a day.
- Enforcement: cameras read registration plates at access points and check whether the vehicle is authorized.
- Current phase: phase one runs from 2025 through 2027. Phase two is scheduled to begin in 2028.
There is no need to display an environmental sticker on the windscreen. You do need to know the vehicle’s environmental category and meet the access rules. The city’s vehicle checker and map are the safest way to confirm an individual case.
Spanish-registered vehicles: rules in 2026
During phase one, cars and other motor vehicles with a DGT environmental label B, C, ECO or 0 have free access to the LEZ. Vehicles without a label are generally not allowed to enter unless they fall under an authorization or exception. From phase two, currently scheduled for 2028, vehicles with a B label will no longer have general free access; vehicles with C, ECO or 0 labels will continue to be eligible under the published rules.
If your vehicle is registered in Spain, check its category with the DGT or the municipal checker. The label does not have to be physically displayed, and a parking reservation inside the zone does not replace checking whether your vehicle may enter.
Foreign-registered vehicles: authorization and age limits
Every foreign-registered vehicle must be authorized before entering the LEZ. This requirement also applies to hybrid, gas-powered and electric vehicles; those vehicles may qualify regardless of registration date, but they still need the prior authorization. The municipality uses registration dates to assess foreign vehicles because environmental-label systems differ between countries.
Phase one: 2025–2027
- Motorcycles and mopeds: first registered on or after 1 July 2004.
- Cars and vans, petrol or diesel: first registered on or after 1 January 2006.
- Trucks, buses and coaches: petrol vehicles first registered on or after 1 October 2001; diesel vehicles on or after 1 October 2006.
Published thresholds for phase two, from 2028
- Motorcycles and mopeds: first registered on or after 1 January 2007.
- Cars and vans: petrol, on or after 1 January 2006; diesel, on or after 1 January 2014.
- Trucks, buses and coaches: petrol, on or after 1 October 2009; diesel, on or after 1 October 2014.
People with a European disability card or equivalent, and owners of vehicles recognized as historic in their country, may also qualify for authorization. Check the municipal requirements for the documents needed in these cases. If your vehicle does not meet the published criteria, do not assume that entering to reach a hotel or car park is allowed: ask the city before driving into the zone.
How to register a foreign vehicle
Submit the declaration through the City Council’s official foreign-vehicle authorization page before your trip. The procedure asks for the vehicle owner, vehicle type, registration number, first-registration date, fuel type and technical data sheet. The city also lists in-person assistance through Udalinfo at Plaza Arroka, 5; check the official page for current service details.
The authorization is free. If the submitted details meet the rules, the city says the vehicle may be authorized through the end of phase one (2027); it does not normally send a separate confirmation unless information is missing or the vehicle does not meet the minimum requirements. Keep a copy of your submission and allow time to resolve any issue before arrival.
Fines and enforcement
Entering without the required access or authorization can result in a €200 fine. The City Council states that the amount may increase by 30% in cases of repeat offences (more than one offence within a year). Cameras check number plates, so do not rely on the absence of a roadside stop or on having booked a parking space.
Parking in or near the LEZ
A car park’s location does not by itself authorize a vehicle to enter the LEZ. Check the official boundary and the route to the entrance before you set off, especially if you are driving a foreign-registered vehicle or one without free access. The previous guide listed these facilities as possible options to compare: the bus-station car park (Geltoki), Kursaal, Plaza de Cataluña and Pío XII. Their position relative to the zone and the route you use matter, so verify each one on the municipal map and with the car-park operator. Do not treat a booking as an LEZ permit.

Frequently asked questions
Do foreign-registered cars need authorization if they are electric?
Yes. The City Council requires prior authorization for all foreign registrations. Electric, hybrid and gas-powered vehicles may qualify regardless of registration date, but must still complete the procedure.
Can I drive into the LEZ because I have booked a car park?
Do not assume so. A parking reservation is not the same as LEZ authorization. Check your vehicle’s access status, the official boundary and the route to the car park before entering.
